Code Ordinance 02-365 was approved by the Los Alamos Board of Public Utilities on April 16, 2025, and adopted by the Los Alamos County Council on June 10, 2025. This ordinance scheduled two electric rate changes: on July 1, 2025, and July 1, 2026. Additionally, this ordinance effectively switches electric billing for residential customers to a Time of Use and Residential Demand structure effective no sooner than July 1, 2026. This rate will go live as soon as the DPU's billing software can bill residential customers under this new rate structure.

Prior to new rate structure (Schedule A)
Customers will be billed at the July 1, 2025, rate through June 30, 2026:

Commodity Charge = $0.1463 per KWh

Fixed Service Charge = $17.60 per month

Starting July 1, 2026, customers will be billed as follows until the TOU and Residential Demand rates are implemented:

Commodity Charge = $0.1510 per KWh

Fixed Service Charge = $22.50 per month

After TOU and Residential Demand rate structure is implemented (Schedule B)
Residential customers will be billed as follows:

Commodity Charge -

  • $0.1100 per KWh: 11p.m. to 5 p.m.
  • $0.1970 per kWh: 5 p.m. to 11 p.m.

Fixed Service Charge = $22.50 per month

Residential Demand Charge = $1.00 per KW for the single highest hour of electric use in the billing cycle

Opt-Out Customers (Schedule C)

Residential customers who have previously opted out of the Automated Metering Infrastructure standard are not eligible for TOU and Residential Demand. These customers will be billed at the following rates once the TOU and Residential Demand rates are in place.

Commodity Charge = $0.1970 per KWh

Fixed Service Charge = $22.50 per month
