Time of Use Billing Update

As the Department of Public Utilities prepares to issue the first bills under the new Time‑of‑Use and Residential Demand rate structure, customers will receive their last bill under the previous rate for all usage recorded prior to the meter’s reconfiguration.

“The new rate structure took effect on July 1. Meter reconfiguration began that same day and was completed on July 2. To avoid confusion, Customer Care will bill all June 2026 usage under the previous rate structure in July. Customers will see the new Time-of-Use and Residential Demand rates reflected on their bills beginning in August 2026,” said Joann Gentry, Deputy Utilities Manager for Finance and Administration.

Meter read dates are also being realigned to maintain consistency for the new rates and are as follows.

  • Cycles 10 to 15 (White Rock) will be read on the 1st of the month.
  • Cycles 20 to 23 (Eastern Area and Townsite) on the 8th of each month.
  • Cycles 30 to 35 (Western Area toward North Community) on the 15th of each month.
  • Cycles 40 to 43 (Mesas) on the 22nd of each month.

The geographical areas listed are general. Customers can locate their specific billing cycle in the upper right-hand corner of their bill.

Due to the transition to the new rate structure, the realignment of billing cycles, and the rate change taking effect on July 1, some customers will receive two bills in July. This will occur only once, and each bill will show a different service period.

 For all other utilities, gas and water meters will be read and billed according to actual metered usage. Sewer and refuse charges will be prorated accordingly. Utility Assistance Program on‑bill donations will not be collected again until August, so customers will not see them twice in July.
